Drew Philp
28:23
I have one question I would like to ask as well, with a potential followup please
Adam Verville
36:49
I would like to speak briefly after the presentation
Cynthia Hines
53:34
what about churches?
Breathe Free
54:29
Are you allowing any M4 zoning in the MKT district?
Drew Philp
55:27
Has there been an update to the language? As I understood it from the documents I've read, slaughterhouses would be permissible, with condition, up to 25,000 sq feet, and "storage or killing of small game for sale on premises?" would be permissible by right, that is, without a public hearing. Am I correct in reading this correctly, and was there a misspeak? Or has the language changed since the last meeting?
Breathe Free
56:06
If a hearing is required, how can you assure us that enough residents will know about these hearings? Can you guarantee that at least 80 residents will be notified? Since there are so few neighbors living within the current small radius required for outreach it does not seem fair to limit the outreach to 300 sf radius (or whatever the correct distance is)
Karen Gage | Detroit PDD
57:04
@Drew Yes we reduced the size 15K and it would require a hearing, meaning it is conditional
Drew Philp
57:59
OK. And the "Storage or killing of poultry or smallgame for direct, retail sale on thepremises or for wholesale trade" or rather smaller slaughterhouses, still wouldn't need a hearing?
Breathe Free
59:32
Can you include that. Link in the chat?
Steve Watson

Karen Gage | Detroit PDD
01:01:11
@Drew "Storage and killing.......for direct retail" includes that retail aspect, and it is listed permitted in B6 so it carried over to MKT - this is something we can look deeper into. I am not sure what the size of this is
tim nutt
01:01:24
why not limit the size of high impact manufacturing to 15000sqf
us
01:01:37
Are there plans yet for a setback at Superior? There are houses right across the street? Thank you.
Vince Keenan
01:01:53
Tim you want to add high impact back in to MKT?
tim nutt
01:02:04
vince, please
Breathe Free
01:02:15
I think he is talking about M-3 Vince…
Greg Moots | Detroit, P&DD
01:02:18
all of the documents are or will be on the Eastern Market project page at https://detroitmi.gov/departments/planning-and-development-department/neighborhood-plans/central-design-region/eastern-market
tim nutt
01:02:35
What I meant was meat production…..just to spell it out
Karen Gage | Detroit PDD
01:02:46
@tim we have limited the type of uses, rather than the size - I don't think 15K would be a good size, but we can certainly take a look at that
tim nutt
01:03:04
thank you
Drew Philp
01:03:06
@Karen Ok, great. Thank you. I would like to speak about this further, and potentially make these businesses conditional as well. Slaughterhouses are one of the things I've heard over and over again the community does not want near residential areas, and wishes to keep in the traditional market area
Karen Gage | Detroit PDD
01:03:24
@Drew - I think that makes sense
tim nutt
01:04:06
Sorry Vince, I know that it would be conditional, but let’s add another condition
Greg Moots | Detroit, P&DD
01:04:14
as an answer to US, the north-south setbacks on Chene and St. Aubin align with the houses on the N side of Superior, so nothing would be built directly across from them
Karen Gage | Detroit PDD
01:04:15
@Drew we do not want to see that either. We want to ensure they are small, and separated from residential areas
Karen Gage | Detroit PDD
01:04:59
@Drew and conditional
Drew Philp
01:05:28
These truck traffic rules sound promising as well, and an improvement from the last meeting. My question resides with resident oversight. Who will be reviewing those studies, and will residents have a say? or perhaps I should ask, how will residents have a say?
Karen Gage | Detroit PDD
01:06:44
@Drew we will have engagement on a per project basis for development on public/dlba land
Karen Gage | Detroit PDD
01:07:36
@Drew the City of Detroit PDD and DPW (roads) reviews the truck counts and routes as well
Breathe Free
01:07:52
Will notices be sent out via paper flier? That is the ONLY way that the community members here are reached in full. Anything else is not adequate.
Karen Gage | Detroit PDD
01:08:30
@Breathe Free the notices for public hearings are mailed
Gladyne Wiley-Lynch
01:08:32
What is SD2 in legend?
Steve Watson
01:09:04
Will there be a setback north of the Campbell school site running east-west along Superior too?
Drew Philp
01:09:05
@Karen OK, great, thank you
Breathe Free
01:10:12
Sorry I missed it, where can noise and smell complaints be addressed?
Drew Philp
01:10:26
Will Eastern Market and it's subsidiaries agree to hold those meetings as well, for the property it owns?
Greg Moots | Detroit, P&DD
01:10:36
@breathfree, the State law requires that all owners and occupants w/in 300' must be mailed a notice 15 days in advance of the CPC and Council hearings.

@breathfree, Chapter 16 of the City Code deals with noise. violations are:
Greg Moots | Detroit, P&DD
01:21:19
Sec. 16-1-2. - Violations and penalties.(a)A person who violates any provision of this article is guilty of a misdemeanor for each violation, and, in the discretion of the court, may be fined up to $500.00 and sentenced to a maximum of 90 days in jail, or both, for each violation, except for a violation of Section 16-1-23 of this Code.(b)A first conviction for a violation of Section 16-1-23 of this Code shall be punishable by a fine of not less than $100.00. A second conviction for a violation of Section 16-1-23 of this Code shall be punishable by a fine of not less than $200.00. A third or subsequent conviction for a violation of Section 16-1-23 of this Code shall be punishable by a fine of not less than $300.00 and, in the discretion of the court, up to 90 days in jail.

Greg Moots | Detroit, P&DD
01:24:12
@Gladyne Wiley-Lynch, some of the area is proposed to be rezoned to SD2.
Karen Gage | Detroit PDD
01:27:05
@Steven Watson it is the intention to try to keep Campbell School and reuse it, should it need to be torn down, it would be rebuilt along the same setback that is there today. The reasoning for putting the building closer to the street there is the trucks and loading would be happening at the rear or south side of the structure. So the building would buffer the noise etc, as that would be at the rear of the building. The buildings would be setback from Chene and St Aubin, as outline in the framework plan.
Steve Watson
01:30:03
Thanks, Karen! Makes sense
Drew Philp
01:30:40
And since I'm muted at the moment, can you tell us the character and nature of the food business? And why the EMDC would pay 1/2 million for that building and not have that food business itself purchase the land?
Dan Carmody
01:33:58
Drew, the price of land has increased greatly in the past four years. The prospect is a distributor of supplies to restaurants, small grocers thinks like paper products and cleaning supplies.
Jason Lindy

@dan, Ok, thank Dan. is there any indication of the amount of truck traffic this would bring? And how many square foot this facility this would be? As you mentioned before, will there be a public hearing about the traffic, and will the business have to preform a traffic study? Thank you

Vince Keenan
02:11:33
Great. Sorry for the confusion.
Karen Gage | Detroit PDD
02:15:30
@Drew / @Tim: This is a work in progress and the reason for community engagement. I understand it might be confusing, since things are changing and our drafts get out-dated pretty quickly. The final, final version is the one that goes before City Council. We envision a handful of changes before then, but will share those updates including the final version - well in advance of Council.
Greg Moots | Detroit, P&DD
02:19:18
@jason Lindy, aquaponics are a matter of right use in the proposed MKT

Thank you for the information, but it is really disappointing that there is not a more solid structure and mandate set up for long term jobs--especially since jobs are what are continuously being touted as what will be the residents' benefit.
